COMMITTEE CHARTER

Section 1: Mission Statement

The University of California Industrial Hygiene and Safety Steering Committee (UCIHSSC) exists to advise the University of California in general, and the UC EH&S Directors in particular, on issues of industrial hygiene, worker exposure, laboratory safety, and traditional safety. The UCIHSSC offers a forum for the exchange of ideas, solutions to common challenges, and discussion of common experiences. The UCIHSSC reviews new and emerging technologies, and new and emerging regulatory actions and recommends courses of action.

Section 2: Authority

2.1 The authority of the UCIHSSC has been granted by the University of California EH&S Directors. The committee has been given the authority to address issues in three main areas:
 
2.1.1 General industrial hygiene programs and worker exposure issues
2.1.2 Laboratory safety issues
2.1.3 Traditional safety issues

Section 3: Committee Goals and Objectives
The goals of the UCIHSSC include:
3.1 Produce work products that can improve effectiveness and reduce individual campus costs.
3.2 Provide a forum for exchange of professional ideas.
3.3 Allow participants to share common experiences and solutions related to occupational health and safety at the UC campuses.
3.4 Act as expert advisory panel to UC EH&S Directors.
3.5 Review challenges common to all campuses and recommend a course of action.
3.6 Review new or updated regulatory requirements and recommend action plans.
3.7 Review new and emerging technologies related to industrial hygiene & safety.

Section 4: Reporting to EH&S Directors
4.1 EH&S Director’s Liaison: This position is a designated EH&S Director who coordinates communication between the UCIHSSC and the UCEH&S Directors. All notifications and reports to the EH&S Directors are issued through the EH&S Director’s Liaison. The UCIHSSC Chair is responsible for notifying the EH&S Director’s Liaison of the following items:
 
4.1.1 Advance notice of scheduled meetings including:
 
4.1.1.1 Copy of agenda
4.1.1.2 Location and duration
4.1.2 Final written project submissions
4.1.3 Committee action items and anticipated completion dates
4.2 Written or oral report at each Directors' meeting: A short briefing will be presented at each UC EH&S Directors' meeting. This briefing will be delivered by the representative of the UCIHSSC where the meeting is being held.

Section 5: Committee Representation
5.1 Typically, one representative from each UC Campus, National Lab or UC Medical Center will serve on the UCIHSSC. Commonly, the representative is a manager of industrial hygiene programs. In some situations, it may be appropriate to have more than one representative, where dictated by the organization of the campus (i.e., one Industrial Hygiene Manager representative and one Lab Safety Manager representative).

Section 6: Meeting Frequency

6.1 Biannual Meetings: Two-day meetings typically held in the winter and fall quarters. The meeting locations will alternate between southern and northern UC Campuses/National Labs; the host is chosen on a volunteer basis. These meetings are open to all UC EH&S staff and everyone is encouraged to bring colleagues and staff. Other interested Industrial Hygiene and Safety people may be invited to participate.
6.2 Monthly conference calls: Conference calls are typically held on the first Thursday of each month at 2:30 p.m. Steering Committee members are required to attend. Other interested IH & Safety people may be invited to participate.
6.3 AIHCE convention meeting: Meeting is typically held on the first Monday of the conference. The meeting location is a conference hotel meeting room chosen in advance. These meetings are open to all UC/National Lab EH&S staff and everyone is encouraged to bring colleagues and staff.

Section 7: Committee Roles

7.1 Chairperson: Prerequisite requirement for nomination is two years of service as a committee member and 1 year term as Vice Chair. In the event that no candidate is available with prerequisite requirements, then the committee Chairperson is nominated or self-nominated from the committee members.
 
7.1.1 Term = one year
7.1.2 Duties
 
7.1.2.1 Sets meeting agendas
7.1.2.2 Schedules and conducts meetings and conference calls
7.1.2.3 Coordinates with EH&S Director’s Liaison
7.2 Vice Chairperson: Committee Vice-Chairperson is nominated or self-nominated from the committee members. Prerequisite requirement for nomination is two years of service as a committee member.
 
7.2.1 Term = one year
7.2.2 Duties
 
7.2.2.1 Assists the chairperson with duties
7.2.2.2 Prepares meeting minutes and action items
7.3 Members: Members are appointed by the Director of each campus.
 
7.3.1 Term = perpetual as appointed
7.3.2 Duties
 
7.3.2.1 Attend meetings and conference calls
7.3.2.2 Disseminate information from UCIH Steering Committee to EH&Scolleagues and staff at each campus.
7.3.2.3 Serve on UCIH work groups

Section 8: Work Groups
8.1 Purpose: To carry out UCIHSSC goals related to a specific topic or project.
8.2 Work Groups duration: Work groups may be temporary/short term or perpetual/long term.
 
8.2.1 Temporary/short term: Work group developed to address a specific project, question, or goal that has an objective of completion.
8.2.2 Perpetual/long term: Work group developed to address several projects, usually with on-going development of goals.
8.3 Membership Size: Work group membership size will vary depending on the nature and goals of the workgroup.
8.4 Work Group Requirements:
 
8.4.1 Conduct regularly scheduled meetings, conference calls or contact among members.
8.4.2 Have an appointed Chair
8.4.3 Have expertise represented and open to members who are not on the steering committee
8.4.4 Have a UCIHSSC member as a Chair or Co-Chair.
8.4.5 Submit a current Progress Status Report to the Steering Committee
8.4.6 Report to UCIHSSC on monthly conference calls
8.4.7 Develop work scope proposal as part of Progress Status Report
8.5 Work Scope Proposal: must include
 
8.5.1 Description and justification of project
8.5.2 Expected benefits, pros and cons of alternatives
8.5.3 Expected duration, clear timelines for each phase
8.5.4 Cost estimates – include travel, teleconferencing, material, etc.
8.5.5 Description of how results and/or progress reports will be communicated to Directors

Section 9: Committee Resources
9.1  E-mail listserve: All regular communications will be distributed to members through the e-mail listserve, administered at UC Santa Barbara. Information posted on listserve may be forwarded to other EH&S staff members as appropriate. 
9.2  Website: (http://ehs.ucdavis.edu/ehs/ucih/). Website contains copies of agendas and minutes, work projects, links, documents, and contact information.
